State has condoled with the Gbulie family of Nimo in Njikoka Local
Government Area and the Ogunsanya family of Ikorodu in Lagos State
over the deaths of their two prominent members last week. </span></p>

<span style="color: #1d2228;"><span style="font-family: Times New Roman, serif;"><span style="font-size: small;"><span style="color: black;">In
a statement by the state Commissioner for Information and Public
Enlightenment, Mr C Don Adinuba, the government commiserated with the
Gbulie family for the loss of Ben Gbulie, 82, a soldier and author
who rose into national prominence for his role in the January 1966
coup that ended Nigeria’s First Republic. </span></span></span></span></p>

<span style="color: #1d2228;"><span style="font-family: Times New Roman, serif;"><span style="font-size: small;"><span style="color: black;">The
commissioner also said that the government condoled with the
Ogunsanya family over the death of Princess Adenrele
Adeniran-Ogunsanya, 74, a former Secretary to the Lagos State
Government whose father, Chief Adeniran Ogunsanya, was for decades
the closest political associate and personal friend of Nigeria’s
first President, Dr Nnamdi Azikiwe, a worthy son of Anambra State who
led Nigeria to independence in 1960. </span></span></span></span></p>

<span style="color: #1d2228;"><span style="font-family: Times New Roman, serif;"><span style="font-size: small;"><span style="color: black;">``Ben
Gbulie and his group meant well for Nigeria when they plotted and
executed the coup,” said the commissioner, ``but they were out of
touch with the Nigerian reality which, in a way, is understandable
because they were young men in their 20s driven by sheer patriotic
exuberance. </span></span></span></span></p>
<p align="LEFT" style="border: none; padding: 0cm;">
<span style="color: #1d2228;"><span style="font-family: Times New Roman, serif;"><span style="font-size: small;"><span style="color: black;">``Unfortunately,
the coup was bloody, and so gave rise to all manner of
interpretations and consequences which altered the country’s
history for the worse.’’ </span></span></span></span></p>
<p align="LEFT" style="border: none; padding: 0cm;">
<span style="color: #1d2228;"><span style="font-family: Times New Roman, serif;"><span style="font-size: small;"><span style="color: black;">Adinuba
noted that Gbulie took up arms to fight for his people when war was
imposed on them, leading at the end of hostilities in January 1970,
to his long incarceration in different prisons in Nigeria. </span></span></span></span></p>

<span style="color: #1d2228;"><span style="font-family: Times New Roman, serif;"><span style="font-size: small;"><span style="color: black;">Even
when he was in 1979 contesting for a seat in the Anambra State House
of Assembly on the Nigerian Peoples Party (NPP) platform, he was
disqualified for what was just referred to as ``security reasons’’
without explanation, though it was obvious the disqualification had
to do with his military record. </span></span></span></span></p>
<p align="LEFT" style="border: none; padding: 0cm;">
<span style="color: #1d2228;"><span style="font-family: Times New Roman, serif;"><span style="font-size: small;"><span style="color: black;">Still,
Gbulie was not a bitter man, according to Adinuba, who recalled
several efforts the former Nigerian army engineer made to get young
Igbo people to eschew violence and embrace peace and dialogue in the
resolution of national issues. </span></span></span></span></p>

<span style="color: #1d2228;"><span style="font-family: Times New Roman, serif;"><span style="font-size: small;"><span style="color: black;">Having
lost a war, the retired gallant army officer used to argue, it would
be suicidal to embark on a campaign that would make the same people
lose another war within a short period without fully exploring all
options. </span></span></span></span></p>
<p align="LEFT" style="border: none; padding: 0cm;">
<span style="color: #1d2228;"><span style="font-family: Times New Roman, serif;"><span style="font-size: small;"><span style="color: black;">The
commissioner also recalled the high intelligence which Gbulie
displayed at Government College, Umuahia, in today’s Abia State,
and during his training in different military institutions in
Nigeria, the United Kingdom and the United States in the 1960s. </span></span></span></span></p>

is a mark of his brilliance that his books like Nigeria’s Five
Majors, which was published in the early 1980s, remain among the most
quoted and cited works on the country’s recent history,’’
Adinuba observed. </span></span></span></span></p>

a letter to the Ogunsanya family, Adinuba commended the late Princess
Aderenle Adeniran-Ogunsanya for being ``principle-centred like her
legendary father, Chief Adeniran Ogunsanya, a Senior Advocate of
Nigeria (SAN), who was at different times Commissioner for Education
in Lagos State, a Minister of the Federal Republic in the First
Republic of 1960 to 1966 and the NPP National Chairman in the Second
Republic of 1979 to 1983. </span></span></span></span></p>

<span style="color: #1d2228;"><span style="font-family: Times New Roman, serif;"><span style="font-size: small;"><span style="color: black;">``Even
when she was threatened with removal from office if she continued to

Export Import Bank (Afreximbank) has concluded a landmark 10-year,
dual tranche facility of €200 million and US$166 million for the
Government of Uganda. The transaction was structured using the Bank’s
innovative specialised finance solution, introduced to facilitate
access to long term finance by African sovereigns and other eligible
entities.</span></span></p>

was the sole Mandated Lead Arranger and Agent of the facility. The
Bank worked with multiple partners, including risk mitigation

Commission, INEC, said yesterday that hundreds of its ad hoc staff that worked during the November 6, 2921 governorship election in Anambra State have absconded with the sensitive materials assigned to them for the election.</p>

<p style="margin-bottom: 0cm;">The Resident Electoral Commissioner,
REC, in the state, Dr. Nwachukwu Orji told reporters in Awka that for refusal to turn in the materials, the allowances of the affected ad hoc staff have been withheld.</p>

The Senate on Wednesday received a
request from President Muhammadu Buhari for the replacement and
confirmation of two non-career Ambassadors-designate. </div>
<div style="margin-bottom: 0cm;">
The request was contained in a letter
read during plenary by the Senate President, Ahmad Lawan. </div>
<div style="margin-bottom: 0cm;">
The President sought to replace the
earlier nomination of Mr. Oboro Effiong Akpabio and Brigadier General
Bwala Yusuf Bukar from Akwa-Ibom and Borno State, respectively.</div>
<div style="margin-bottom: 0cm;">
The letter read: “In accordance to
Section 171(1)(2)(c) and subsection (4) of the 1999 Constitution as
amended, I have the honour to forward for confirmation by the Senate,
the appointment of Mr. John J. Usanga and Air Commodore Peter Anda
Bakiya Gana (rtd) from Akwa-Ibom and Niger State respectively, as
non-career Ambassadors-designate.</div>

“The Senate is kindly requested to
recall my earlier submission of Mr. Oboro Effiong Akpabio and
Brigadier General Bwala Yusuf Bukar from Akwa-Ibom and Borno State

Oboro Effiong Akpabio with Mr. John J. Usanga (Akwa-Ibom State). I

But coming under Order 43 of the Senate
Standing Rules, the lawmaker representing FCT in the upper chamber,
Senator Philip Aduda, protested the exclusion of a non-career
Ambassador from the FCT. </div>

According to him, the only FCT indigene
presently serving as a non-career Ambassador in Sierra Leone, Hafiz
Obada, was not re-appointed. </div>
<div style="margin-bottom: 0cm;">
“For the ambassadorial nomination for
the non-career, nothing has been said about the one for FCT. It has
been silent and we have an Ambassador who is already sitting in
Sierra Leone, his name is Ambassador Hafiz Obada. We don’t know
what becomes of his fate because other states have been told to
remain in their stations or they have been re-appointed. </div>
<div style="margin-bottom: 0cm;">
“My issue is that is it at this time
FCT will now lose an Ambassador. It is worrisome to me and the people
of the FCT. Sitting here, names have been called for all other states
except FCT and we have one.</div>
<div style="margin-bottom: 0cm;">
“Now that particular non-career
Ambassadorial slot for the FCT is being taken away from us and is
being killed, otherwise we are also entitled to have, and that is
what I have consistently said since this list came out. </div>
<div style="margin-bottom: 0cm;">
“So, Mr. President, I hope something
can be done to this to help the people of the FCT. We don’t get
Ministerial nomination, we don’t get so many of these things, but
the small ones that we have is about to be taken away which should
not be so”, Aduda said. </div>
<div style="margin-bottom: 0cm;">
The Senate President, Ahmad Lawan, in
his remark described the lawmaker’s complaint as valid, saying it
is constitutional for an indigene of the FCT to be appointed as a
non-career Ambassador by the President. </div>
<div style="margin-bottom: 0cm;">
“I sympathize with the FCT but I know
there were twelve non-career Ambassadors who were retained. I don’t
know if you have an FCT indigene among those twelve, probably you
should check that to see if you would see any FCT indigene, but your
complaint is very valid. </div>
<div style="margin-bottom: 0cm;">
“What I’m going to advice is maybe
we need to take more political action, so that it doesn’t always
come like it is an after-thought. The FCT is to be treated like a
state, that’s what the Constitution states, so you deserve one like
any other state deserves”, Lawan said.</div>

the Presidential Task Force on COVID-19. He described the fight

showing strong and consistent growth, with total comprehensive

on Wednesday on the topic “Unleashing the Power of the Youth”
while delivering the 14th Convocation Lecture of the Nnamdi Azikiwe
University (UniZik) in Awka, Nigeria, Prof. Oramah said, “just as
Africa’s political struggle was led by the youth, so will the youth
lead the way for Africa’s economic emancipation”.</span></span></span></div>

<span style="color: #1d2228;"><span style="font-family: "times new roman" , serif;"><span style="font-size: small;">Youths <span lang="en-GB">represented
agents of change across the social, political and economic spectra
and history and contemporary evidence had shown that they had always
been the catalyst to economic transformation, constituting the
largest proportion of the labour force and the population at the
height of the industrial revolutions in the advance countries, he
said.</span></span></span></span></div>

<span style="color: #1d2228;">“<span style="font-family: "times new roman" , serif;"><span style="font-size: small;"><span lang="en-GB"><span style="font-style: normal;"><span style="font-weight: normal;">History
has shown that where the youth are given the opportunity, they have
been the force for positive change,” noted Prof. Oramah who added
that he considered the youth to be Africa’s greatest resource, “an
asset much more valuable than all the oil and solid minerals we so
frequently celebrate”.</span></span></span></span></span></span></div>

quoted the statement by Dr. Nnamdi Azikiwe, the former President of
Nigeria after whom the university was named, that, “The immediate
aim of African education should be to develop character, initiative,
and ability of the youth of the country, so that they may be
reliable, useful, and intelligent in the rapidly changing life and
circumstances of their own people. …….. Anything narrower than
this must lead to a stagnant and menacing flood of unemployed and
unemployable youth.”</span></span></span></div>

<span style="color: #1d2228;"><span style="font-family: "times new roman" , serif;"><span style="font-size: small;">Prof.
Oramah noted that the ubiquitous social media platforms, Facebook,
Twitter and Instagram; Tech companies such as Apple and Microsoft;
and e-commerce platforms, including Amazon and Alibaba; were founded
by people in their youth.</span></span></span></div>

<span style="color: #1d2228;"><span style="font-family: "times new roman" , serif;"><span style="font-size: small;">Youth-powered
digital businesses accounted for about two-thirds of the U.S.
economy, one-third of the Chinese economy and eight per cent of the
Indian economy, he added, saying that those companies were bigger in
value than many African economies.</span></span></span></div>

<span style="color: #1d2228;"><span style="font-family: "times new roman" , serif;"><span style="font-size: small;">Despite
limited opportunities, however, Africa's youth was beginning to make
important contributions to economic transformation on the continent,
said Prof. Oramah. The African versions of Steve Job, Mark
Zuckerberg, Alexander McQueen and Calvin Klein were rising like the
Phoenix while others, like Aliko Dangote, Tony Elumelu, Lily Alfonso
and Njideka Akunyili-Crosby, all started making impact in their
various endeavours as youth.</span></span></span></div>

<span style="color: #1d2228;"><span style="font-family: "times new roman" , serif;"><span style="font-size: small;">Prof
Oramah cited Ndubuisi Eze, a young drone expert who was identified by
Singaporean investors at the inaugural Intra-African Trade Fair in
Cairo in 2018 and, subsequently, relocated to Singapore where he was
able to get support to develop his company and now produces and
exports drones to global markets.</span></span></span></div>

<span style="color: #1d2228;"><span style="font-family: "times new roman" , serif;"><span style="font-size: small;">Prof.
Oramah also highlighted the Nigerian youth-led entertainment industry
which is making significant gains and inroads into the global scene
and noted that Afreximbank had recently announced a $500 million
Creative Industry Financing Facility which was available to operators
in the full spectrum of Africa’s creative sector. That facility was
expected to boost youth participation in the African creative
economy.</span></span></span></div>

Oramah urged the youth to be prepared to take advantage of emerging
opportunities under the African Continental Free Trade Area (AfCFTA)
and announced that Afreximbank had launched a number of initiatives
and programmes to support African economies and the youth to maximize
the benefits of the AfCFTA. Those <span lang="en-GB">included an
incubation lab being put in place to support innovation and help
bring innovative products to market.</span></span></span></span></div>

President Ibrahim Babangida under whose leadership the former Anambra
State University of Science and Technology was renamed Nnamdi Azikiwe

Safety Agency (NIMASA), Dr. Bashir Yusuf Jamoh, resumed duty today
as the 6<sup>th</sup> DG of the maritime regulatory
Agency since the merger of National Maritime Authority with
Joint Maritime Labour Industrial Council to form NIMASA. Jamoh
took over from Dr. Dakuku Adol Peterside whose four-year term
ended March 10, 2020, following his appointment on March 10, 2016.</span></span></div>

historic handing over ceremony held at the Agency’s headquarters

one of the motions titled “Curbing Electoral Violence”, its

the National Human Rights Commission said about 58 people were killed
in 61 incidents of election violence across 22 states in the country
between January and February, 2015.</span></span></span></span></span></div>

proposed amendment by the upper chamber also seeks to delete the

Section provides that “anyone who has unlawful carnal knowledge of

and liable to life imprisonment or fourteen years imprisonment,
respectively.”</span></span></span></span></span></div>

to Tinubu, prosecution of an offender under the section constitutes a
limitation that should be extended as against the Act’s provision
which allows for only two months after the offence is committed.</span></span></span></span></span></div>

imprisonment for a period of two years provided that the prosecution
is commenced within two months after the offence is committed.”</span></span></span></span></span></div>

bill proposes an amendment to Section 221, to substitute for the

to Tinubu, while words like idiot, moron, and imbecile were
professionally used to measure Intelligence Quotient (IQ), they have
acquired pejorative connotations, become derogatory and obsolete, and
should no longer be contained in our laws.</span></span></span></span></span></div>

rape, Tinubu said the Criminal Code Act, 2004, defines rape in
Section 357 as an offence against women.</span></span></span></span></span></div>

describing the definition as “grievous” because it perpetrates

acts, the lawmaker noted that “there are incidents of
non-consensual sex perpetrated against the male gender.”</span></span></span></span></span></div>

Section 364 of the Criminal Code under amendment proffers punishment

and death for armed robbery said, “why is the punishment for
stealing property and replaceable things higher than what is
obtainable when you steal a human being?</span></span></span></span></span></div>

punishment for perpetrators and deterrence for would-be
