New outbreak of bird flu spreads to 21 states

A new outbreak of Avian Influenza (bird flu) has been reported in 85 local government areas in 21 states and the Federal Capital Territory (FCT), Nigeria's  Federal Government has said.
Cases of bird flu were first reported in January by the government in over 11 states.

FG to re-issue 10-year bond after JP Morgan index expulsion

JP Morgan will remove half of Nigerian sovereign bonds from its Emerging Markets Global Bond Index (GBI-EM); while the remaining would follow next month.
The decision which was blamed on lack of liquidity and currency restriction means investment funds tracking the index would sell their Nigerian bond holdings, adding to upward pressure on national borrowing costs at a time when there is already a sharp drop in oil revenues.

14-year-old son charged with murdering his pregnant mother at their home

A 14-year-old boy has been charged with killing his pregnant mother.
Investigators believe the teen acted alone when he murdered his 33-year-old mom at her Texas home, said La Marque Police Chief Kirk Jackson. A neighbor said she was four months pregnant.
Her body was found on Saturday. Her son was found in Houston the following day, along with a car from the family's home. He was charged with a juvenile count of murder, cops said.
"There's no indication that there was anybody involved in this," said Jackson, according to The Associated Press.

Nigerian President Muhammadu Buhari and his delegation have received criticism for reportedly missing a United Nations meeting Friday in New York to discuss Islamic extremist group Boko Haram’s insurgency and the millions of displaced people in the Lake Chad area. U.S. and European Union diplomats attending the United Nations General Assembly expressed their disappointment that Nigeria did not attend the event while other African delegations did, Reuters reported.

Nigeria's Buhari to appoint himself oil minister: spokesman

Lagos (AFP) - Nigeria's President Muhammadu Buhari was on Wednesday expected to finally nominate his cabinet, after announcing he intended to take personal charge of the country's crucial oil portfolio.
The long-awaited list was due to be submitted to parliament for approval, four months after he took office vowing to tackle endemic corruption in Africa's most populous nation.

Cairo, 30 September 2015 – The African Export-Import Bank (Afreximbank) and the Development Bank of Rwanda (BRD) have signed a facility agreement for a $10 million Afreximbank line of credit to support BRD’s efforts to finance trade diversification and promote value-added exports in Rwanda’s productive sectors.
At a signing ceremony held at the Afreximbank Headquarters in Cairo on 22 September, Bank President Dr. Benedict Oramah said that the new facility was an addition to an existing $15 million facility and brought Afreximbank’s support to BRD to $25 million of aggregated financing.

NIMASA, NAVY renew MoU

The Nigerian Maritime Administration and Safety Agency (NIMASA) and the Nigerian Navy have resolved to deepen their collaboration with the aim of providing a safe and secure maritime environment for shipping activities.
This pledge was re-emphasised when the Acting Director General of NIMASA, Mr. Haruna Baba Jauro paid a working visit to the Chief of the Naval Staff, Vice Admiral Ibok-Ete Ibas at the Naval Head Quarters Abuja.

Buhari sends ministerial list to the senate

President Muhammadu Buhari has submitted his ministerial list to the Senate, Daily Trust is reporting.Citing Presidency sources, the newspaper reported that Special Adviser to the President on National Assembly Matters (Senate), Senator Ita Enang, submitted the names to the Senate.
The president had promised to announce members of his cabinet not later than September, so, Nigerians are waiting with bated breaths to know whether Mr. Buhari will keep to his word as the month ends today.

I won’t resign as Senate President – Saraki

Nigeria's Senate President Bukola Saraki has said  that those who are expecting him to throw in the towel will be disappointed as they may have to wait till eternity.
While  addressing his colleagues at the resumption of plenary after six weeks recess, Saraki said he would not be a party to subversion of separation of powers as enshrined in Nigeria’s constitution.
He therefore, commended President Muhammadu Buhari, “for refusing to interfere in the election of the National Assembly leadership, even in the face of enormous pressures on him to do so. He has proven quite concretely that he is indeed a born-again democrat.”

Nigerian Senators pass vote of confidence on embattled leader, Saraki

Nigeria's senate president, Bukola Saraki Tuesday got a vote of confidence from other senators  seeking to shore up support for the embattled leader who is facing corruption charges.
The Code of Conduct Tribunal last week arraigned Saraki on a 13-count charge of alleged corruption and false declaration of assets.
He denied wrongdoing and said the trial was politically motivated.

Nigeria appears to finally be making some inroads against Boko Haram, the Islamist militant group that has plagued it for years.  But as one threat looks like it might be starting to recede, another may re-emerge: the conflict in the Niger Delta. That conflict is often forgotten in the shadow of Boko Haram’s headline-grabbing suicide bombings and kidnappings, but it now stands as a potent threat to Nigerian domestic security.
In 2009, before Boko Haram was a household name, Nigeria finally forged a peace deal that stemmed fighting in the southern Niger Delta, bringing hope that it would spell the end of a conflict that had displaced thousands and cost the Nigerian government an estimated $100 billion in oil revenue through bunkering. But that peace deal is set to expire this year, and the conflict could pick up where it left off — taking the optimism brought about by the 2015 election with it.
Insecurity in the Niger Delta adds to a long list of concerns for Nigeria’s new President Muhammadu Buhari.  He faces a delicate balancing act, trying to hold together a fraying country with strong regional identities.  But unlike his predecessor, Goodluck Jonathan, Buhari seems ill-equipped to use the two main tools successfully wielded by the Jonathan administration to stave off conflict: patronage politics and paying off militants.
Both tools, applied strategically, were enough to stave off further bloodshed in the Niger Delta – for a time.  The region comprises nine states that lie at the extreme south of Nigeria. Its residents long suffered from the social and environmental costs of oil production while getting little in return. From 2005 to 2009, these frustrations fueled a violent insurgency in which armed groups bombed pipelines and kidnapped foreign workers, while engaging in piracy and oil bunkering.

LAGOS (Reuters) - Nigerian beautician Rasheedat Lawal has seen sales at her cosmetics salon plunge since President Muhammadu Buhari came to power but she still thinks the 72-year-old former dictator is the right person to fix Africa's largest economy.
The ascetic, sandal-wearing general's first four months in power have coincided with a renewed slide in global oil prices, which has slowed economic growth in Africa's top crude producer and weakened the naira currency.
For Lawal that means a 20 percent price hike for the imported makeup and other beauty products at her small Lagos salon - an increase most of her customers cannot afford.

Woman arrested for attempting to use twins for fraud

Men of the Lagos police command attached  to Pen Cinema police station in Agege, Lagos, on Sunday arrested a woman for trying to use twins belonging to Mrs. Ruth Uche for fraud.
The woman was nabbed at College Road Estate, after she took the four- month old babies to a retired police commissioner’s house, claiming they were his grandchildren.
The Nation gathered that the suspect, a mother of two, identified as Victoria, was introduced to the Uches by one of their neighbours.

The All Progressives Congress (APC) national Chairman, Chief John Odigie-Oyegun on Monday said that last week’s governorship primary in Bayelsa State failed to meet its acceptable standard of free and fair election and therefore will not stand.
He however refused to speak on the contribution of the party to the list of ministers, assuring Nigerians that President Muhammadu Buhari will do what he needs to do “at the right time.”
Addressing journalists at the end of its National Working Committee meeting in Abuja, Odigie -Oyegun said the party has decided to fix fresh primary for Tuesday in Yenagoa, the state capital.
Oyegun was accompanied to the briefing by the Deputy Chairman, North and South, Senator Lawal Shuaibu, Engr. Segun Oni, National Vice Chairman, South -South, Prince Hillaard Etta, the National Publicity Secretary, Alhaji Lai Mohammed and National Women Leader, Hajia Ramatu Tijanni Ali
The APC chairman said: “The main issue that occupied us today at the NWC meeting has to do with the Bayelsa governorship primary. We want to make it very clear that as a party, the APC guides very jealously its record of free and fair primary.
“The NWC sees it as a duty to provide a level playing ground for all those who aspire to offices in this party. Unfortunately, in Bayelsa State, we had serious security challenges and so, the process could not meet the standard which this party has set for itself.
“So, we have no alternative than to stop the process by ensuring that the chairman of the panel was effectively moved out of the venue with the help of security agencies. We decided thereafter that there should be a proper fresh primary.
“So today, the party decided and we have written to INEC appropriately that the party has decided to conduct fresh primary for the Bayelsa governorship election beginning on Tuesday. So, the process for fresh primary will begin on Tuesday.
“We are getting in touch with the Inspector General of Police and other security agencies to please assist us by ensuring effective security.”

As one of the final rituals of hajj, pilgrims symbolically stone the pillars, tossing pebbles to represent their rejection of sin.
On Thursday morning, two opposite waves of pilgrims on their way to and from the stone-throwing ritual collided in the bottlenecked footpaths between the holy sites. In the ensuing chaos, hundreds suffocated or were trampled underfoot. As one pilgrim told the Associated Press: “I saw someone trip over someone in a wheelchair and several people tripping over him. People were climbing over one another just to breathe.” Saudi Arabia’s Civil Defense Directorate first reported 100 dead, then 220, then 310. By mid-morning, it became clear that the hajj, Islam’s holy pilgrimage, was facing its gravest disaster in 25 years.
